Decarlos Brown Jr., accused of the brutal murder of Ukrainian refugee Iryna Zarutska on a Charlotte light rail train, has been found incompetent to stand trial. An evaluation at Central Regional Hospital determined that Brown, who suffers from schizophrenia, lacks the capacity to understand legal proceedings. Although prosecutors granted a 180-day delay for his competency hearing, the suspect remains in federal custody on charges of violence against a railroad carrier.
